Due agenti dell'FBI giungono in una città di provincia per indagare su una serie di omicidi, probabilmente commessi dalla stessa persona. Interrogano 3 testimoni: una bambina, un poliziotto autoindulgente e una ragazza tossica. Sono deposizioni che si contraddicono, forse condizionate dall'idea che ciascuno si è fatta dell'assassino. 15 anni dopo il disastroso Boxing Helena, la figlia 40enne di David Lynch torna alla regia con l'avallo del padre, produttore esecutivo.
